you don't "come out as an officer" you go in as an officer. most officers have a 4 year degree and start the military as an officer. only a few start off as enlisted, get their degree and switch over to commissioned.
also the ranKs are different from each service. but they all use E and O ranks. E for enlisted. E-1 up to E-9 and then O is for officer. O-1 up to O-10 but that even differs as some services have more ranks than others.
