What are the laws/requirements to operate a US based social network site or

game site internationally? When websites charge a fee for their social or game site (club penguin and ruin-scape, for example), and expand internationally, are they subject to holding a business license in each country they expand to, or, just their home based country and if they have an actual physical address with employees in another country?
Meaning, when a social webiste or online game charges a user fee, and expands into international markets, but remain based in the US and DO NOT have physical offices in a country outside of the US, does the company have to get a physical address and licenses for each country where members are allowed to participate? Example: Runescape goes from US to Argentina, no physical office in Argentina, but people join and pay for membership, what is required by the US based company? US compliance only, or register and report income to Argentina also?
 
Business license for each country. The business only needs one physical address.
