what are the laws on properly marking a designated handicap spot?

at my apartment complex there are handicap spots for each different building, marked with the blue wheel chair guy on the ground and a sign in front that says reserved handicap for apt # and tow away and fine zone. on my building there is a spot with no sign, and an extremely faded ground sign. I have parked here almost every day for a year and today I look out and this cop is putting a ticket on my window, I go out and say there is no sign marking this and he says he does not care that it is marked on the ground, and if i cause trouble I am going to "see". Well I immediately called and complained and the officer on the phone even said there should be a sign, and asked for the cop's badge number, I tell him and he says its the chief of police for the township!!! Unbelievable. Then I look at the little citation and he has my car listed as a Honda when it is not. I cannot find any specific laws on this. HELP!!!!!
