What are the laws for selling dogs in Iowa?

I live in Iowa and people are always giving away free puppies to people without knowing whether or not they are giving them a good home. I'm wondering if it's illegal to get these free puppies and resell them to people I know will give them a good home? Do you need a business license to sell dogs? Do you have to pay sales taxes? I want to go about this the right way, and find these dogs good loving homes.
