What are the issues in building a two storey garage (~3.5mx9m long) in my garden and

(2) Power is available, though water and drainage is not.
(3) Is not intended for living in, but storage
(4) Issues are associated with building and planning issues
 
Here in the United States, the biggest concerns for a 2 story garage would be city building codes (they often frown on 2-story garages) and neighborhood restrictions (they often have limitations and say you can't build within so many feet of the property line). Also keep any easements in mind. You could get in trouble if you build over the easement.
