What are the essential materials for a guy who'll learning to paint on his own?

There are so many variety of materials with different qualities that I don't know where to begin. I'm looking for cheap, affordable materials with reasonable quality. Also I'm looking for a GOOD book that teaches you on how to paint.
 
people have told me to start out with water color and some say Oils and others say acrylic I think Oil is the way to go you can paint to day tomorrow and a week from now and you will still be able to mix and make it look good you can also buy a small set of oils at a hobby lobby or a Wal-mart

They won't necessarily have the colors you want, but they'll work until you develop your own technique. I can't recommend a book, I haven't read an art book in years (although I will now that you reminded me).
