I have read about Al-Sadr and the Mahdi Army that they work pretty much unhindered in Sadr City by the US forces.

Surely this would need to be resolved before any withdrawl? And what can/is being done to avoid civil war once USA forces have left?

JUst continuing saai's answer...
Yet, USA failed to protect Iraq, instead, they start a war with them...
They need peace, they already have it until Americans invede them

So, after USA pulled their troops, conditions might get better, because even if they want to start a civil war, they can't because Americans already killed too much of their people

Sorry, Americans this is the real truth, the government has been blindfolding you people for a long time

A country in peace was invaded on some pretext by a super power and it is the responsibility of the later to see that a safe transition is made when the pull out is made. The UN has a responsibility in this in my opinion, though the US did not heed the UN in making its invasion.. The people of Iraq deserve the protection of their rights to live in peace..
