What are the best kind of fish to get for pets?

I would like to get a SMALL fish tank or bowl to put on top of my dresser...i want two fish but not sure which kind i should get? what fish will live for a while? are there fish that can live in just a fish bowl without the whole filter system? what are the best kind of fish to have as pets? small ones?

Also, I do not want any heater or anything. What type of fish decorations or tank things do I want to get? What things do I need for it? Thanks.
