What are the best cardio exercises to build leg muscles?

I need to strengthen my legs up as quickly as possible without having problems. Im just looking for overall leg strength, and i am doing some weight training right now.

What is the best?
1. Regular running and jogging? (if so how much?)
2. Run up stadium bleachers?
3. Stairmaster machine
4. Bike machine
5. Elliptical
6. any other ideas?

I will be including most of the above in somewhat, I was just wondering which one(s) i should focus on.
