What are the advantages and disadvantages of DNA decoding?

For example, recently scientists have decoded the DNA of the Woolly Mammoth, and believe that they can bring it back to life. Moreover, should experiments like this be allowed? If they are successful, would it be an advantage or a disadvantage for the modern generation? Help regarding this topic would be great as I am doing a project on this.
