What are some pros and cons of the FCAT (Florida Comprehension Assessment Test)?

Just thought I'd hear what people thought. It's a test students take in Florida. It mainly deciphers whether or not they move onto the next grade. If you know about it, what are some of your pros and cons about the FCAT (Florida Comprehension Assessment Test)? List as many as you can, the more the merrier.
