I am trying to come up with a legitimate negative argument other than a typical "drugs are bad and criminal justice is the only way to enforce it" case. The topic does not have to necessarily promote criminal justice, just counter a public health approach due to the wording of the question. This might include an alternative response altogether. I'm just having trouble thinking of a case idea, so any jump starting ideas would help greatly.
