What are some good art schools that aren't OUTRAGEOUSLY expensive on the east coast?

I'm 16, I'll be a junior this year.
As I said, what are some good art schools on the east coast? I suppose they're all expensive, but some of the less expensive ones? If they exist.

I want to be a photographer, if that helps.
I'm looking for colleges, sorry for not making that clear (:
 
Philadelphia has some nice ones; google search Philadelphia Art School or young arts in philadelphia

Oh well I believe there is Philadelphia College of the Arts and you'll find loads of colleges in NYC. And I know of one in Maryland
