1. Good foster homes. The financial aspect of it can cause some people to just care about the money.
2. When children don't get placed and are bouncing from home to home, it can cause emotional scares.
3. Sometimes the wrong kids get placed. Sometimes parental mistakes don't require state action. Sometimes, a good conversation or perhaps a class on certain issues is better than uprooting a family apart.
4. Sometimes, foster care parents are too busy to see a child in crisis because they have SO much going on. A child acting out and stealing today could be fixed at 14. At 19, the same kid could get into worse stuff like drugs and gangs.
