What are our legal options if the police wont press charges?

My girlfriend who i have been living together for almost a year, was sexually harassed and then sexually assaulted at work by her supervisor, we reported the matter to the police, and after the investigation, we were told by the detective that the other party claimed it was consensual, and there weren't enough evidences to prove beyond reasonable doubt so the police couldn't press charges, now we are thinking to take this to a civil level, so my questions are:
1. What shall we do next? is it the right thing to go for civil?
2. Once a civil lawsuit is filed will we be able to have access to the recorded interview obtained by the police to check his side of the story?
3. I know in the civil matter all we have to do is to prove the balance of probabilities rather than beyond reasonable doubt, say we can prove that we are in a good and health relationship with multiple witnesses what are the chances of winning the case?
4. If we go to a lawyer and seek for legal advises, who should we go to for matters like this?
5. what are the best/worst outcome should we expect from all this?

My girlfriend is really going through a rough patch right now, she works hard, sometimes she stays behind at work (as was told by that very same supervisor) without getting paid, and then she ended up getting this, it is not fair, and i think the person responsible should not walk away from this without punished. all i want is to get justice for my girlfriend as she didn't deserve any of this.

P.S: we live in Western Australia
