what are my fish doing? chasing? mating?

I have 4 fish (2 white tetras and 2 black tetras). Today after i fed them the two smalled black tetras started chasing the largest white tetra and havent stoped for 3 hours so far. They keep going up to the white tetra and swimming right new to her and kind of vibrating thier body. They also seem to be ramming the white tetra with their mouth (but i dont think they are biting and the white tetras fins are not looking damaged). The white tetra keeps swimming away but they continue to chase it, and it seems like the white tetra just wants to be left alone, but even when it finds a place to hide, the other two find it quickly and continue to chase it. What do you think this is? I've had the fish for almost a year now together so im sure they have figured out their 'peaking order' and im not sure which ones are female or male either. help
