What are my chances of getting into Penn State, Purdue University or Virginia Tech?

I am a rising junior with an overall 3.1 GPA. I attend a very rigorous catholic high school.
im a rising junior with a 3.1 GPA. I attend a very rigorous catholic high school. I havent taken SAT or ACT yet. Im on da varsity track and cross country team. i played soccer freshman year. and i am in the latin club
 
whats your act and sat scores? are you involved in a lot of extracurriculars? do you take the hardest classes your school has to offer? sure you could if all these scenarios apply to you, but if you only hAVE A 3.1 gpa, MAYBE NOT.
