What are my chances of being accepted to University California Berkeley as a Freshman?

I am a senior in high school and am planning to apply to Cal Berkeley for the fall term as a freshman. But, I don't want to waste $60 if I know I won't get accepted into Berkeley. I am planning on majoring in computer science or computer engineering. My SAT and ACT scores aren't really competitive, but I am taking a Pre-engineering program now at a local naval base. Also, I am on the math competition team at my high school.

Here are my scores, GPA, etc.:
GPA: 4.3
ACT Comp: 28 (Math:31, English: 30, Science: 24, Reading: 25)
SAT Math: 670
SAT CR: 500
SAT Writing: 550
SAT II Mathematics Level 2: 740
SAT II Biology E: 650
