what are good exercises that will give me abs and make my arms not fat?

running/jogging for 30+ minutes is where you should start.

Then get some light weights (dumb bells), stand on one leg (I know it sounds ridiculous) and do 1 set of 20 (15 works too!) repetitions doing curls. Alternate Legs and repeat. Do 4 sets.

Then (once again while standing on one leg) do the same thing except do an over-head press (military press).

Working out on one leg will strengthen your core muscles, thus working your abs while you work your arms. This is something to get you started.
