What arcade video game is this?

I played it over 10 years ago. I think it had cowboys that were actually cows/steers. They shot stars from guns and you could play with a friend. I think there was a level with a dude in a balloon or something lol.

Any Answers?
And I remember there was something to do with a train too on one level.
