What Allows the HTC HD2 to run so many different OSs?

It looks like it even has the physical buttons to support windows phone 7 or some other operating systems even tho this phone only comes with android....did the HTC developers purposely do this?

and why is it only possible to get so many operating systems ported onto this one phone but not any other phone?
