What affects In-state or Out-of-state status if you are housing in a neighbor state.?

Me and some friends will be attending a college in Pennsylvania and are looking for housing. We are finding residencies in Delaware that seem promising. (commute would be like 15 min) However we are concerned about this affecting our in-state status for school and we don't want to pay out-of-state tuition.

So my question. If our legal/permanent address is still in state and we're only living out of state for school (and summers as well) will we still be counted as in-state students?
