What action can the network operator(Vodafone) do,when consumer fails to pay the Postpaid bill in India?

Hi Members,
I am from Tamilnadu. One of my friend, a vodafone postpaid customer who have been using a Data plan since May 2012. Till last month,he has been getting the bill Rs.200 (as expected). But suddenly this month he was charged for Rs.4000 (which wasn't expected, a bit shock for him. Because he hadn't used that much. It might be a mistake of Vodafone side). Since he recently lost his job, so he could not pay that much amount. As he didn't pay the money on the right time, Vodafone network operator has disconnected the connection. Now he is getting the regular calls and mails from vodafone services to pay the bill. I adviced him don't pay the bill just move to another network.

Now ,he worried about that the vodafone could take legal action(FIR) against him.
Here, my question is if he doesn't pay the bill. What action could the vodafone take against him?
