Weird symbols appearing in html. Please help?

I am totally flummoxed by this major problem I have with 'a href' function of html code when writing in my blog and website. The problem also shows up when I view the link code for any website.

The following is an example of the types of symbols which appear particularly in the 'a href' section of code.

a="þ"
a="Ç"
a="?"

This is an example of how the code looks: -
<a rel="tag" href="http://mydomain.com/stuff/" a="">stuff</a>

So far I have done the following, but to no avail:-

- Reinstalled font library to original XP fonts only.

- Changed my firefox font setting to UTF-8. (Problem also exists in IE7)

Still no success.

The only solution left is to do a hard reformat, surely this can't be the only answer.

The problem is prevalent in my blog: http://solreka.com/blog (see link code in posts). Surely, this is harming my seo, and spider bot crawls!

Any help would be most appreciated. I desperately need to resolve this issue.
