Weird question on entrapment?

In the state of Illinois, say a woman cop is undercover standing on the side of the road. Sheflags a potiential "John" down. Offers a sexual act for said money without the "John" mentioning any said activities first. Would this be considered entrapment and can be thrown out of court? Or is this legal?
My thought was that the "John" should have to mention the act first.
