Weird happenings in graphical perfomance of my computer?

i m having a little problem as with my netbook as i m getting 21-22 fps in all games i play no matter how much lower or how much higher my resolution is. infact my fps is hovering around 21 fps in all the resolution of hot purrsuit with everything else turned to max

2. Also my friend Is having the same laptop as i am having with the same model and with the same specs but he is getting 27 fps in the same max setting in which i was getting between 20-21 fps and i do think it is same for all other games

Configuration
Core i7 620 m
2 gb DDR3
Ati mobility raedon hd 5470 512 mb

1.is the above mentioned problem because of some faulty setting
2. would i will be able to play crysis 2 with this specs
 
You definitely can play Crysis 2, for it requires Radeon 3850 min. You probably get that drop rate because of your processor. Try overclocking and try again. If you get this bug during online multiplayer play, it's about your internet connection.
