Weird driving noise on 2003 Honda Civic.?

The noise comes from under the hood and sounds like something rotating is rubbing up on something else. Best example is putting your finger nail against a spinning fan, a very fast fan. If I'm in first gear going twenty, it's starts up in ten seconds or even sooner then that. You can hear it all the way up to third gear. The higher the rpms of course the louder it gets. I even believe that when I'm going up a hill it stops and a bump, turn or changing inclines will start it up again. I believed it to be either that something is touching the belt or maybe the radiator fans are hitting something, but naturally it doesn't do it in neutral to be examined. I've check the car a lot for anything that is dangling or loose, but I just can't find anything. The engine runs and sounds great when the noise isn't there and the transmission feels and shifts smooth. Any ideas on what it could be?
Checked the multiple belts and the fans, they are in perfect shape.
