We have a debate going....is Ultram (tramadol) a Narcotic. I say no. help me

exp. this to husband.? I had total knee replacement a year ago and when the barometer changes so does my new knew TKR. I am in FL. The DR gave my ultra (tramadol) non-narcotic and I combine with xanax. Is this ok?
