We are working on a Honda CB125 and it won't idle and starts hard.?

We have pulled, cleaned and flushed the carbs. Set the valves. Checked the timing. Changed oil, air filter (oiled it too). Changed the plugs and everything else we could think of. It still won't idle and is very hard to start, but once you get it going it runs like a champ. ANY suggestions?
