Water pump/filter for fish tank, please help! Don't want fish to die...?

I got a water pump and a filter two in one thing to day for the fish tank. The tank is a 1.5 galleon and the water/pump came with the tank. Thing is, it doesn't look very strong. We can't see air bubbles going into the tank and we can't see where the water goes it to filter it. Does it need to be above or below the water?

Above it makes tiny bubbles but doesn't get the yuck off the top. Below it would circulate but the water just flows in and out easily.

Any help you could give would be greatly appreciate. I've got some fancy guppies that I don't want to die.
 
AS LONG AS U HAVE BUBBLES FROM YOUR PUMP YOU SHOULD BE OK WITH THE FISH GETN O2. THE BOX THE UNIT CAME IN SHOULD TELL YOU WHAT SIZE TANKS IT SHOULD ACCOMADATE. THE WAY THEY ARE DESIGNED IT JUST DOES THE AREAS AROUND IT THATS THE ONLY WATER THAT THEY CIRCUALTE. SO IF ITS NOT DOING THE JOB AND YOUR TANK IS BIG YOU MAY NEED TO PUT ANOTHER FILTER ON THE OTHER SIDE OR ELSE GET A BOTTOM FILTER WHICH WILL DRAW WATER FROM THE BOTTOM OF THE TANK THEY ARE MORE EFFICIENT
 
If it is a cartridge type filter the air should come up from the bottom of the filter and out through the top. You will not see bubbles in the water. As the bubbles travel up through the filter they take the water along with it. The water goes through the filter cartridge and back into the tank. The bottom of the filter needs to be below the water and the top where the water comes out needs to be just above the water by only a 1/4 inch or so, to far out of the water it wont flow. If you cant get it working call a pet store in your area and ask them for help.
