Water based urethane over oil based paint over water based primer?

I have a wood (and fiberglass) surface that is about to be coated with a layer of water based primer. Can i put oil based paint over that? (it must be oil based in order to stand up to the abuse of sharpie markers).

Then, can i cover the sharpie/oil based with some spar urethane I have sitting around? The sharpie needs the extra layer(s) of protection.
