was told i needed a higher yahoo version to chat with more options?

or get into chat rooms, a list of them is supposed to appear on top of the yahoo page, with your email, but i still see nothing, a notice keeps appearing for me to download Messenger 9; i already downloaded IE8 which i was told was suffiecient for any chat room, or list, so, could anyone get specific about what to do next? thankyou
