Was the Italian Renaissance new, or did it simply restate what was already present in Western Civilization?

Consider both political and cultural (education, women, etc.) orientation of the Italian city-states.


This is an essay question for my AP Euro class, and I'm not really sure what it's asking. Can someone please help clarify?
