the ticket noted "school block" Does this make the ticket defective because the NYPD can't give me an answer because they don't issue electronic tickets; NYC 311 can't find the definition; a ticket supervisor from DOT don't know the answer; the ALJ said doubleparking is always illegal as is obvious; the Brooklyn Borough President can't give me an answer. Please state the law and Section,Article or whatever.
