was GM/Chrysler bailout forced?

I have a coworker who INSISTS that GM and Chrysler were forced to accept bailout money from the US Government. I thought the whole story all along has been "IF they want to get more money, they need to do X and Y..." What is the real story, and please provide some concrete resources I can verify. Thanks in advance!
 
GM and Chrysler definitely asked for and needed the money. What your coworker may be referring to is the terms they had to agree to in order to get the money - basically that the government gets to call lots of the shots, e.g. Chrysler was basically forced to join with Fiat, etc.
