Was 911 Planned? Did our government know beforehand?

Was 911 an excuse for us to go to war and gain control of more oil? I mean how does a building collapse from the bottom after being hit at the top. Also why didn't we evacuate faster? We had enough time to almost empty out the second building before it was hit and before it collapsed? One for question. If we knew that the planes were under control of "terrorist" why didn't we scramble the planes, and if they didn't comply shoot them down. To me it seems we could have stopped the attack if we wanted. Just curious to hear others input
I also wanted to say that if the terrorists had turned off the interceptors why didn't we scramble the plane to find out what was going on? I believe the government would do something like this because in my opinion the government is corrupt and wanted oil. Just wanted to add that
 
when the first plane hit, it was thought maybe it was an accident. we didn't know for sure till the other plane hit. we did scramble fighters - they didn't arrive in time. no inside job.
 
Did our government know about it? they were the ones behind it. it wasnt air planes in the pentagon it was a missile. It was Israel and the United States trying to start a way against the arabs and they needed emotional support
