Want to buy a parts Jeep that has DMV penalties?

My buddy is moving and needs to get rid of a jeep he's got. He got it from a friend who put a non-op on it in 2002 then forgot to renew it. Anyway, I learned the hard way to call DMV before I buy anything and found out the jeep has almost $500 in fees.

This jeep is really just a parts car and I wondered if there is anyway to get out of the fees? HELP!!!!!

BTW, I'm in Ca
 
Sorry, no. Delinquent fees don't go away. They just keep adding up year after year. The state is having drastic budget problems. They aren't going to give any discounts.
