want to build a mountain bike for the streets and lite trail riding from scratch

dont know where to start ? I want to build a moutain bike from scratch and i want it geared for the pavement and also winter riding on the streets but i dont know where to start .. is there a recipe out there a few sites with all the parts i would need any recommendations are welcome
