walking after ankle fusion

I had my right ankle fused 43 years ago due to an auto accident.

I was told that the foot was set too high...I need to add felt pads to bring my shoe up to about 2".
The foot tilts to the right, so I walk on the bone nearest the small toe.
(I'm not familiar with the anatomical terms.)
It is very painful. I've tried gel pads under the sole but that doesn't help very much.
All I can wear comfortably are tennis shoes. They seem to have the most cushioning even though I do add the felt pads which are 1/4", for the height.
I want to be able to wear a pair of dress shoes once in a while. I've bought and returned so many shoes over the years. If I could just wear a pair of regular shoes to a restaurant (where I wouldn't be walking much) it would make me so happy!

I did ask a surgeon about 5 years ago if I could have surgery to straighten the foot. He said he could do it, but it would result in more pain than I have now, because of more arthritis after surgery.
I was so disappointed but I was impressed by his honesty.

Is there anything I can use to ease my pain while wearing ordinary shoes?
