Wage garnishment question?

So, from what I'm reading in state directory of statutes. Texas doesn't allow wage garnishment except for things like child support or taxes.

So if someone defaults on a private loan in Oklahoma, when they were living there, but before judgment was ruled, they had moved and also changed jobs and now are a resident of Texas, is the garnishment of their earnings in Texas still allowed or not if the judgment was made in Oklahoma?

It's weird though, the person I'm asking this for hasn't actually been garnished, but he was a co-signer on the loan that went into default, the primary debtor is being garnished for her wages at this time and has been for a year or so. So, at least hopefully she will just go ahead and pay it off since it was her venture she whined about so much trying to get him to co-sign. Now it looks like she will realize that you shouldn't go get something you can't afford.
