Wage Garnishment in VA.?

Hello and thanks for reading. I do not want your judgement, just answers. Please and thank you! Opened account with a furniture store in 2008. Stopped paying after a couple months. Then today I received a notice through my online pay area that I was going to have a garnishment. I looked at the summons that was copied into the computer and attached with my notice. It says that the judgment was granted in 06/11/2009. How are they allowed to come back almost 2 years later and do this? We had received nothing in regards to the court date. Which the summons says would have been sent to my husbands work which of course we would have received.

My question is How long does a creditor have to be able to garnish wages in Virginia? There has to be some time limit on these things.

There was also a letter attached saying that please hurry with response due to the "short time constraints". Not sure what that mean's but this is apart of the summons at the bottom if anyone could explain what this means as well.

" I find that a stay of proceedings is required pursuant to 80 U.S.C app 521 and therefore, such a stay, for a minimum period of 90 days, is ordered untill (Then handwritten) 9-1-09 (Then below dated in handwriting) 6-3-09 (and initialed but a judge)."

Again any answers would be greatly appreciated.And if I had the money to go to a lawyer every time something happens would I be in this situation? No, so please do not suggest that.
