Wage Garnishment Exemptions in Utah?

I need help figuring out what wage exemptions are available for UTAH.

My husband was layed off for 2 years, we could not afford to pay a couple of our credit cards and since he has recently returned to work the creditors are now garnishing his wages. The state allows them to take 25% of his earnings which calculates to over $400 a month. We are a family of 5 who is already low income. With them taking that we cannot afford to buy FOOD! We do not qualify for food/financial assistance since we are over the income limit $300 in Gross wages. In reality we barely make enough to keep a roof over our head in net wages.

I sent a form to the judge to see if the amount can be lowered due to our situation, the clerk there told me that "the judge cannot change the amount, So its pointless going to ask" I thought that if you could prove that you cannot make end meat that the garnishment would be lowered or stopped.

I know some wages can be claimed as EXEMPT, but how do I find out if we qualify?
