vw polo 1.0 2000 reg... Keeps reving up to 2500 :/ on idle sometimes....?

sometimes it struggles to start then revs from 700rpm to like 2500rpm ??? it only happens quite rarely like 3 times a week and after driving it its normal??? like on idle its about 700-1000rpm
