Voicemail doesn't work on Vodafone!?

I am with Vodafone and it wont let me use voicemail. When i ring 121 (Vodafone voicemail service) and press 1 again it always give me the the same message "It has not been possible to connect you to the Vodafone voicemail service". I don't see how or why i can't set up a voicemail account does anyone know why i can't? Thanks
