ok i gotta quick question. What does it mean when u call som1 and the call goes directly to voice mail? Does it mean the phone isnt on or something? or is there a certain setting for that? idk im kind of confused.

Usually it means that the phone is off. I have never heard of a setting that allows this to happen.
Or also the person might have pressed the button on top of the phone and sent it right to voicemail. If you don't want to answer a call for some reason, you just press the button next to the speaker phone on/off button next to your antenna and that dumps the caller right into voicemail.

On a GSM phone I have used, callers go to the voicemail if the phone is off, the user silences the phone then declines the call, or after x amount of rings.
