does it actually look red? Is it mostly around the cheek areas? If so it could be something called rosacea. There is a prescription cream for it. If it's not that then maybe your skin is just really irritated and dry from the winter air. If that's the case, look for a good cooling, moisturizer cream. I believe Aveeno sells something like that.
