Vintage Fuji bike - 27" rims/tires vs 700cc rims/tires?

Helloooo. Today I picked up a beautiful vintage 70's Fuji touring model road bike off of Craigslist for $40. The two main selling points for me were the that it was made of beautiful lugged steel and came stock with hangers for cantilever brakes. I've been looking for a cantilever-equipped road bike so that I can (hopefully) get into cyclocross riding, which looks to be tons of fun. Until now, I've been riding my sidepull-equipped road bikes and looking desperately for an affordable canti option to add to my garage.

The question I have concerns the bike, which is equipped and braked for 27" tires. Any commenters know if I can adjust or customize the bike to fit 700cc rims/tires instead of 27's? Obviously I can just clip some 700's on there, but I have no idea what it would take to take the canti brakes from 27's to 700's.

I hope "bikeworks" or some other bike pro answers this, because I'm swimming in the dark on this one...I haven't tried anything yet, I thought I'd ask before I began any experimentation.
