Maybe I am thinking in the heat of the moment, I am sure there are many past villains that escapes me right now.
Sosuke Aizen, he is such a heartless bastard, I love that about him. Case in point, what he did to Hinamori, who worsiped and loved him like a father, and what does he do to her? He stabs her.

Another villain-bashing topic, but different which I got a lot of villains that I loved to hate that are so heartless/cruel:
The Barnyard Dog/Henry Hawk(Foghorn Leghorn) - Those jerkbags were always cruel to poor Foghorn which I stopped watching the show.
Tweety/Hector(Sylvester & Tweety) - Sylvester so needs to devour that sadistic, little beast, & beat that mangy mutt too!!!!!!
Jerry/Spike(Tom & Jerry) - Those two jerkoffs love to ruin poor Tom's life always.
Luna(Thundercats) - What an irritating little prick for treating poor Amuk like dirt when she went taller/powerful in that one episode.
Katrina & Bratina(Pound Puppies) - Such annoying villainesses whose comeuppances are great.
Vernon/Burne/Jet Mc.Cabe/The News Director(TMNT) - Annoying jerks whose just desserts are awesome.
Janet(The Magic School Bus) - Arnold's rotten know-it-all jerk cousin whose just desserts are great.
The Evil Kitten(Taz-Mania) - What a crazy psychotic beast abusing poor Taz which I hated his 2 episodes.

Johan Liebert (Monster): As twisted and demented a character as you can possibly find within the realms of animation.
General Semenov (Corto Maltese): Possibly the worst out of the villainous generals in the movie (and the comic as well); treacherous, bloodthirsty and anti-semetic. As Nino put it: "Semenov is one of the worst friends and worst enemies you can have".
Maestro Delphine (Last Exile): Ok, so I haven't seen the entire series yet and so far, she hasn't done much, but there's just something about this woman that makes my skin crawl.

Zuko--from the first half of Avatar--is the first character that comes to mind. So brutal. So cold... He gets taken in by a cute, meek little girl and her her family, and he rips them off without a second thought. :evil:
And from way back in the day, Phaeton, from ExoSquad. Sick, evil, and completely megalomaniacal! From the same show, Typhonis was also particularly memorable. He had the whole 'honorable henchmen' thing going for him.

Amazo (JL/JLU) - I hate how powerful he is. There should be some form of weakness on him. Of course the entire Green Lantern corps can take him out but they'd be risking other people's lives (depending on what planet they strike him on) and maybe their own. So once he's gone what would be left? Destruction that Amazo himself probably wouldn't want to cause.
Light or Raito (Death Note) - I hate how he was able to fool everyone except for L of course.
Orochimaru (Naruto) - Do I really need to say? I quit watching the show after Shippendu(sp?) but when I did watch he was my least favorite anything.
Wicked Stepsisters (Cinderella) - Not just in the Disney movie but in the whole lore as well. It's cruel to treat someone like that.
Vlad Plasmius (Danny Phantom) - I don't hate him because of his wrong doings but because of his incompetence. He can't do anything right. He's like the Amoeba Boys from PPG but with ghost powers.

I wouldn't call her heartless. She didn't have a heart for our heros, but she had a heart. She loved her commandor, and was going to avenge him no matter what, even at the cost of her own life. She was so consumed with revenge, I pitied her and yet kind of respected her for her motivation. Though I have no respect for her actions.
Anyway I thought this thread was just for one dimentional evil villains that have shown no human qualaties, that is why I didn't mentioned David Xanatos.

For me, it's FOP's Trixie Tang, Franics, Crocker and Vicky, they were all devils and so mean. Then There's Angelica from The Rugrats--she should've been killed off. Then there's Daria's B. Taylor, who's a dumb brat, not to mention, the faceless, garbled voiced General from Dastardly's Flying Machine's a real bulluy, I couldn't make out what he was saying. Next, Tweety who gave Syl a hard time, as did that kangaroo, Spike the dog, and a few other meanies. Not to mention Jerry, always ruining Tom's life, when his job was to keep a house free of rodents like Jerry. Ditto for Herman, who made Katnip's life a living hoo hah. Then there's The Jetsons' Cosmo Spaceley, who was hell on poor Gorge. And I hated Wilma and Betty with a passion in The Flintstone, so mean and strong to Fred and Barney. I also CANNOT stand Butters' folks (South Park)--they should be arrested for child abuse. And like it or not, I TRULY CANNOT STAND Homer Simpson. Likewise for the BHTs Chenel Spenser, all the villans in Josie's show, and The Transformers' Star Scream. And let's not forget The Teen Titans' Slade.What a jerk he is!! Did I mention Vandread's Rabat, he is a mean devil and he's got a stinky monkey in a baby onsie who's got a crush on a robot? Rotten to the core!!

Any antagonist from any Nicktoon show or animated sitcom: From Angelica and his dad, Patty and Selma, the Peutershmits, Jay Shemand's Ex-wife, Dash Baxter and Azula, these are all characters I would like to see get a session on the guillotine!

I think it was the fact that he was so human that made him a 1000 times more evil than the rest of the Disney villains. He wasn't "let's take over the world muhahah" evil. He was "let's burn a house with children inside it, condemn the gypsies, and have an affair with a woman with no interest in me" evil. He was the kind of nutcase you'd see on America's Most Wanted if he were an actual person in the 21st century.
