Vigilantism is justified when the government has failed to enforce the law?

Vigilantism is justified when the government has failed to enforce the law?
In debate class we have to write a Negative LD case. and the topic is "Vigilantism is justified when the government has failed to enforce the law".. so i am suppose to be going against the topic, i cant think of a value or criteria for it, does anybody have any ideas?? please help.
