Very cool adobe flash banner idea...is it possiable?

I want to create an Adobe Flash banner. Not just any banner, one that will display the contents of a webpage. Basically, the banner will have the scroll bars and inside this banner window, the contents of a webpage will be visiable, links and all...

Is this possiable?
